Yes! IMHO it is definitely responsible! Contrary to people who contend that Google is “only the messenger”, Google is actually not simply the messenger — they do exercise editorial review of the ads published.
So the question is: can Google be held accountable for publishing misleading ads? (see e.g. informationweek.com)
My answer: Yes!
